Alcance
Tu expediente actual sigue la Directiva. El Reglamento exige requisitos nuevos que ese expediente no contempla. La responsabilidad es tuya, no de tu ingeniería habitual.
Una modificación sustancial te convierte en fabricante a efectos del Reglamento, con expediente y declaración propios. La frontera de "sustancial" ahora está definida por escrito.
El Reglamento te asigna obligaciones explícitas de verificación documental antes de poner en el mercado. "El fabricante sabrá" deja de ser una respuesta válida.

Si el informe no identifica ninguna brecha accionable en tu expediente, el segundo 50 % no se paga.
Un expediente perfecto es una noticia excelente, y te la daremos por escrito. Pero en tres años de Reglamento publicado, aún no hemos visto uno.
No es una certificación ni una evaluación de conformidad de organismo notificado, y no sustituye los procedimientos en los que interviene un tercero. Cuando tu máquina lo requiere (Anexo I), el informe prepara la documentación que ese organismo revisará.
La declaración de conformidad la firma siempre el fabricante: así funciona el marcado CE. Nuestro trabajo es soporte documental de ingeniería para que la firmes con fundamento.

Scope
Your current technical file follows the Directive. The Regulation demands new requirements that file doesn't cover. The responsibility is yours, not your usual engineering firm's.
A substantial modification makes you a manufacturer under the Regulation, with your own file and declaration. The boundary of "substantial" is now defined in writing.
The Regulation assigns you explicit documentary verification duties before placing on the market. "The manufacturer will know" is no longer a valid answer.

If the report identifies no actionable gap in your file, the second 50% is not due.
A perfect file is excellent news, and we'll put it in writing. In three years since the Regulation was published, we haven't seen one yet.
It is not a certification nor a notified-body conformity assessment, and it does not replace procedures involving a third party. Where your machine requires one (Annex I), the report prepares the documentation that body will review.
